Commercial Dive Endorsement Transfer
Transfer Period: The transfer period opens May 1 and continues until the end of the following February.
Who is eligible? For a Standard transfer there are no special eligibility requirements. In the event of death or disability of the tag holder, the endorsement and the tags may be transferred to an immediate family member within 12 months of the date of death or disability.
- Immediate family is defined as mother, father, sister, brother, spouse, son, daughter, step-father, step-mother, step-son, step-daughter, half-sister, half-brother, son-in-law or daughter-in-law of the endorsement holder.

Seller Requirements: The seller must have a current Saltwater Products License (SPL) and Restricted Species (RS) and Spiny Lobster endorsements with the Commercial Dive authorization (C-D) valid for the fiscal year of the transfer and have paid all outstanding license fees and surcharges or any other charges owed to the FWC. There must be no processing holds on the seller’s account, must surrender SPL card with the Commercial Dive endorsement to the FWC at the time of transfer.
Buyer Requirements: The buyer must have SPL, RS, and Spiny Lobster endorsement (C) paid for through the fiscal year of the transfer and have paid all outstanding fees owed to FWC. Buyer may not hold C tag certificates. Must have no processing holds. Buyer will be responsible for purchasing the Spiny Lobster and Dive authorization at the time of transfer.
- The Commercial Dive endorsement can only be applied to a Vessel SPL.
- Buyer may submit applications for the SPL, RS, and C endorsement on CLS Online before submitting the transfer application.
Required Documents: Email the Spiny Lobster Commercial Dive Endorsement Transfer application along with any required documentation to FWCLicensingHelp@MyFWC.com. Staff will provide instructions on paying any applicable fees for license reprints and endorsements.
