FWC Announces 2018/2019 Derelict Vessel 4th round Removal Grant Availability

The Florida Fish and Wildlife Conservation Commission pursuant to sections 206.606 and 376.15, F.S., has established a program to provide grants to local governments for reimbursement for the removal of derelict vessels from the public waters of the state. The program is funded by an appropriation from the Florida Legislature.

FWC’s Fourth 2018/2019 Derelict Vessel Removal Grant opportunity application period for derelict vessel removal grants is opening soon. Below are the dates for the fourth application period.

The application period for the Bulk Derelict Vessel Removal Grant Program will begin on Monday July 1, 2019 at 8:00 AM (EST), and end on Wednesday August 14, 2019 at 5:00 PM (EST).  Applications received after Wednesday August 14, 2019, will not be eligible for consideration in round Four. All removal applications must demonstrate proof that due process was provided for each vessel’s owner.  At a minimum, this would include an opportunity for the vessel owner to challenge the derelict vessel determination, either in criminal court or in an administrative hearing. Vessel cases not demonstrating that these opportunities have been offered to the owners of the vessels will not be considered for state funding assistance.

Applications that meet the requirements for the Rapid Removal Grant Program may be submitted at any time after the 1st opportunity announcement start date, but no later than November 1, 2019 at 5:00pm (EST) (based on available funding). Rapid removal cases must also meet guideline requirements and due process requirements.  All applications will require a law enforcement Letter of Authorization to remove and dispose of the vessel applied for in the application submitted. Total funding allocated for derelict vessel removal for fiscal year 2018/19 was $1,000,000 with approximately $697,586.90 remaining. Applications may be mailed to the Florida Fish and Wildlife Conservation Commission, Boating and Waterways Section, Derelict Vessel Grant Program Administrator, at 620 S. Meridian Street – Room 235, Tallahassee, Florida 32399-1600 or emailed to

This grant program is only available for state, county and local governments. It is not available for private citizens or non-governmental organizations.

Please see links below for proposed Guideline and Application changes going into effect after adoption by FWC Commission and the Joint Administrative Procedures Committee.

1. Will offer continuous application cycle throughout the year if funding is available.

2. Will pay 100% of eligible removal costs, no longer requiring a match by the grantee.
