Random Drawing Details

Random drawings, or lotteries, conducted within the recreational licensing system are a fair, unbiased way to issue permits. Once an application phase closes, these are the steps of the lottery process:

  1. The system assigns each application with a random number, starting with 1, and continuing until all applications have a number.
  2. Starting with application random number 1, the lottery process evaluates the application with the hunt choices selected, starting with choice number 1. If the unit choice is available, based on the allotted quota for each hunt choice, the lottery will assign the application a successful status for choice number 1. If choice number 1 is not available, the lottery will evaluate choice number 2, and so on, until the application is assigned a successful status for a choice or is assigned an unsuccessful status due to no choices having available quota. NOTE: This means that there is no benefit to listing one choice more than once.
  3. Once the lottery process is completed, it is reviewed for accuracy and validity. When confirmed, the results are posted on a customer account at GoOutdoorsFlorida.com. Any limited entry/quota permits with a claim deadline must be obtained by the last day of the claim period.

 

Other Details

  • If preference points are included in the application phase, the system also accounts for these points as part of the process, with the preference and random number combination being used for the system to evaluate each application.
  • If an applicant submitted a group application, the group leader will receive a random number, and the lowest number of preference points among all group members (including the leader) will be used in the drawing process.  If the group leader's application is successful, the group leader and all group members will be successful even if the remaining quota for the success unit is exceeded.
  • If the application phase allows for multiple applications, such as Special-Opportunity hunts, all individual applications submitted will receive a random number.  As the drawing process assigns successful units, the application with the highest random number will be the one to show as successful or as a place in line.
  • If the lottery has a pre-authorization step, such as Statewide Alligator, a pre-authorization is run before the random drawing to determine if there are sufficient funds available for the lottery process.  The potential charges are based on customer residency and current licenses on file.  If there are sufficient funds to cover the fees, the application is authorized for the lottery.  If the account has insufficient funds, the application cannot be authorized and is automatically marked unsuccessful.  The system then assigns each application with a random number, starting with 1 and continuing until all applications are assigned a number.  For pre-authorized applications, the lottery process then evaluates the hunt choices selected, starting with choice number 1.  If the unit choice is available, based on the allotted quota for each hunt choice, the lottery will assign the application a successful status for choice number 1.  If choice number 1 is not available, the lottery will evaluate choice number 2, and so on, until the application is assigned a successful status for a choice or is assigned an unsuccessful status due to no choices having available quota.  Once the lottery process is complete, the applicants who are successful in the drawing will be charged the amount for the permit and/or tags awarded to them.  If an applicant is unsuccessful in the drawing, any holds from the pre-authorization process will be lifted, and no charges will be applied to the card.
