Quota Hunt Preference Drawing

Changes For 2009-2010

The preference drawing has been changed. Applicants who submitted an Archery/Muzzleloading Gun quota application during Phase I last year (2008-2009), and were not issued a quota permit, received preference for the 2009-2010 drawing.  Because the Archery/Muzzleloading Gun quota application has been divided into two separate applications for 2009-2010, person with an archery/muzzleloading gun preference point will have one preference point for the archery quota and one preference point for the muzzleloading gun quota.  The General Gun quota application was also divided and all general gun hog only hunts will be moved to the new Wild Hog quota application. Hunters with a general gun preference point will still have one general gun preference point however; no one will have preference points for the new Wild Hog quota. All applicants for 2009-2010 Wild Hog quota permits will compete equally. Preference points will now be issued for the Supervised Youth, Mobility-Impaired, Quail and Family hunts.  All applicants for Supervised Youth, Family, Quail and Mobility-Impaired hunts will compete equally in the 2009-2010 random drawings since no one has accumulated any preference points for these hunts.

The preference system has been altered and expanded.  Applicants will now be able to accumulate preference points.  Applicants included in the Phase I random drawing will be able to increase their odds of selection each year they fail to be drawn for a quota permit. All applicants included in the Phase I drawing last year and not issued a quota permit will have one preference point and applicants who were issued a quota permit in Phase I last year, or missed the Phase I drawing last year will have zero preference points.  After the 2009-10 drawing any person with one preference point that did not get selected again will have two preference points for the 2010-2011 drawing. Hunters who had zero preference points and did not get selected will have one preference point for the 2010-2011 drawing. Any applicant in the Phase I random drawing and issued a quota permit for any of their five choices will have zero preference points next year. Preference points are forfeited if the applicant is issued a permit in Phase I for any of their choices or fails to apply in Phase I for two consecutive years. Applicants who receive a preference point in the Phase I random drawing will retain their preference points even if they are issued a quota permit in Phase II or Phase III. Applicants issued a quota permit in Phase I may return the unused permit, postmarked prior to the first day of the hunt, and have your original preference points reinstated and an additional preference point awarded.

Groups - Group applications are only accepted during Phase I. Up to five hunters may apply as a group, if selected each member in the group will receive a quota permit for the same hunt. The position of a group application in the Phase I random drawing will be determined by the member with the lowest preference points.  If four members have one preference point and one member has zero preference points, the application will be included in the drawing with zero preference points.
